Weather Pulse v2.10 Build 11

After updating the program would report an Access Violation upon reload, this is now fixed. Desklet would not save position anymore, this is now fixed. Also, some setup archives did not include condition screen icons, so this also has been fixed. The new Desklet no longer uses different background colors, however anyone feeling like being creative could easily find the image we are using and create other colors from it. I may do this later, but I'm moving forward with the plug-ins this week. The settings form was also updated for Desklet changes.
